H.B. 884 Summary

• Amends Hawaii Revised Statutes Section 134-9 to allow concealed and open carry pistol/revolver licenses to be valid throughout the State rather than limited to the county where the license is granted.

• Extends the expiration period of concealed and open carry licenses from one year to five years from the date of issue.

• Requires the chief of police in the county where the applicant resides to conduct the background check using the National Instant Criminal Background Check System before issuing a license.

• Maintains existing eligibility requirements including minimum age of 21 years, U.S. citizenship (or official foreign representative status), good moral character for open carry, and absence of disqualifying factors under Section 134-7.

• Effective date: July 1, 2019.
