• Establishes a public-private partnership working group within the Department of Accounting and General Services to support state and county agencies in using best practices for public-private partnership projects.

• Appoints a public-private partnership coordinator (exempt from civil service) to administer the working group and develop strategic plans, maintain project websites, retain qualified advisors, and provide educational programs.

• Adds three new definitions to Hawaii's procurement code: "public-private partnership," "infrastructure facility," and "independent peer reviewer services," and authorizes design-build or public-private partnership project delivery methods.

• Requires independent peer reviewer services for public-private partnership projects exceeding $10,000,000 or with operations and maintenance periods of at least ten years, and allows negotiation of statement of work and contract price with the highest-ranked offeror.

• Establishes new security requirements for public-private partnerships including operations period surety bonds, letters of credit, and guarantees from contractors; requires annual legislative reports through 2025; and appropriates funds for two fiscal years.
