Abolishes the Board of Health, which was originally intended to serve as an advisory panel to the director of health but is deemed obsolete and no longer adds value to department operations.

Removes the Board of Health from the list of boards required to provide training to members under Section 10-41, Hawaii Revised Statutes.

Eliminates statutory provisions establishing the Board of Health as an advisory board within the Department of Health, including the requirement for eleven voting members appointed by the governor and one ex officio nonvoting member.

Removes references to the Board of Health from the definition of "health department" in Section 321-5, Hawaii Revised Statutes.

Takes effect upon approval.
