Establishes a financial hardship task force within the judiciary to examine how excessive fines and fees disproportionately impact low-income individuals in Hawaii's court system.

Task force will analyze alternatives to driver's license suspension for nonpayment of court-ordered fines and fees, which can deprive individuals of transportation to work in areas with limited public transportation.

Task force membership includes the chief justice (chair), attorney general, director of public safety, director of transportation, and the chief of police of each county.

Task force is exempt from Hawaii's open meetings law (chapter 92, HRS) and members serve without compensation but receive reimbursement for necessary expenses.

Task force must submit findings and recommendations to the legislature no later than twenty days before the 2020 regular session and will cease to exist on June 30, 2020.
