• Amends Hawaii Revised Statutes Section 346-17.6(b) to add a fourth condition allowing minors to consent to no-cost emergency shelter and related services.

• Adds provision that a minor may consent to emergency shelter when the provider is coordinating with child welfare services, in addition to existing conditions regarding parent contact, parental refusal, or minor's refusal to provide contact information.

• Maintains existing requirements that minors must understand benefits, responsibilities, risks, and limits of shelter services, and must agree to adhere to provider rules and cooperate with recommended services.

• Takes effect upon approval.
