Amends section 396-11.5 to require the Hawaii Labor Relations Board to provide written notice of hearings by first class mail or electronic service at least 15 days before the hearing, regardless of chapter 91 provisions.

Modifies section 396-12 to clarify that the party seeking judicial review of a board decision must bear the cost of preparing a transcript, unless otherwise prohibited by law, in which case the board shall bear the cost.

Becomes effective upon approval.
