Authorizes the Land Use Commission to amend, revise, or modify a decision and order granting a district boundary amendment when a petitioner or its successors have not adhered to imposed conditions, regardless of whether substantial commencement of use has occurred.

Allows the Commission to assess administrative fines up to $50,000 per day plus enforcement costs against parties bound by conditions if they fail to comply with representations or conditions in a decision and order.

Enables the Commission to issue orders to show cause and record notices of non-conformance on property titles at the bureau of conveyances, and pursue collection in circuit court if fines are not paid.

Defines "substantial commencement" as completion of all public improvements and infrastructure required by conditions and completed construction of twenty percent of physical private improvements that are usable or habitable.

Adds new authority for the Commission to modify conditions or impose new conditions to ensure compliance and mitigate injury from non-compliance, even without substantial commencement of use.
