Establishes "Sara's Law" to grant circuit court judges greater discretion in sentencing minors who commit crimes against their abusers when jurisdiction has been waived from family court.

Allows courts to depart from mandatory minimum sentences or sentencing enhancements when clear and convincing evidence shows the crime victim had trafficked or sexually assaulted the minor within one year before the offense.

Permits courts to suspend portions of otherwise applicable sentences or transfer the minor back to juvenile or family court for adjudication in qualifying cases.

Applies only when the family court has waived jurisdiction over the minor pursuant to section 571-22 and the minor is convicted in circuit court.
