Requires any county agency employing personnel whose job duties require or may require intervention in domestic abuse situations to provide a minimum of eight hours of domestic abuse intervention training, effective January 1, 2020.

Requires any state agency employing personnel whose job duties require or may require intervention in domestic abuse situations to provide a minimum of eight hours of domestic abuse intervention training, effective January 1, 2020.

Defines "personnel" for county agencies to include but not be limited to law enforcement officers, firefighters, and emergency medical services personnel.

Defines "personnel" for state agencies to include but not be limited to judges, attorneys, and representatives of the court involved in domestic abuse actions.

Establishes that "domestic abuse" has the same meaning as defined in Hawaii Revised Statutes section 586-1.
