Amends Hawaii Revised Statutes Section 78-23(c) to allow employee beneficiary designation forms to be filed electronically in addition to verified written statements.

Permits beneficiary designation forms to be filed with either the comptroller/disbursing officer or with the department where the employee is employed.

Maintains existing provision that upon an employee's death, accumulated vacation pay and unpaid wages are distributed to the designated beneficiary or beneficiaries, or to the employee's estate if no designation exists.

Takes effect upon approval.
