Appropriates $247,450.77 from general revenues to the Department of the Attorney General for miscellaneous claims including overpaid taxes and refunds to 10 named individuals and entities for fiscal year 2018-2019.

Appropriates $3,934,329.18 from the state highway fund to the Department of Transportation, Highways Division for five judgment settlements including $2,891,721.86 for O'Grady v. State of Hawaii and $900,000 for Huynh v. City and County of Honolulu.

Appropriates $60,344.50 from the Department of the Attorney General's general fund budget for two settlement cases involving Aloha Pregnancy Care Center and Calvary Chapel Pearl Harbor.

Appropriates $1,861,436.42 across multiple state departments for additional judgment settlements and claims: Hawaii State Public Charter School ($75,000), Department of Health ($27,500), Department of Human Services ($612,500), Department of Land and Natural Resources ($230,645.29), Department of Public Safety ($270,400), and Department of Education ($833,391.13).

Interest payments on judgments limited to the period from judgment date to 30 days after the act's effective date; all unexpended balances lapse on June 30, 2020.
