• Amends Section 571-52.2(g) to impose a fine not exceeding $250 on employers who fail to comply with income assignment orders for child support, in addition to liability for unpaid amounts.

• Increases the Child Support Enforcement Agency's annual fee from $25 to $35 per case and raises the collection threshold from $500 to $550 for individuals who have never received public assistance.

• Amends Section 576E-16(c) to clarify that employer compliance with income withholding orders discharges liability "regardless of" whether the correct amount was withheld, and adds a $250 maximum fine for violations.

• Amends Section 576E-16(e) to replace misdemeanor penalties with a fine not exceeding $250 for employers who discriminate against or take disciplinary action against employees based on child support withholding orders.

• Effective January 1, 2059.
