Amends Chapter 28 of Hawaii Revised Statutes to add a new section authorizing the Attorney General to issue credentials to qualified law enforcement officers pursuant to the federal Law Enforcement Officers Safety Act of 2004 (18 U.S.C. section 926C).

Allows qualified law enforcement officers and retired officers to carry concealed firearms in Hawaii under the federal Law Enforcement Officers Safety Act framework.

Grants the Attorney General authority to adopt, amend, and repeal rules for issuance of credentials without regard to chapter 91 (Hawaii Administrative Procedure Act) requirements.

Takes effect on July 1, 2050.
