Adds a new subsection (c) to Hawaii's manslaughter statute (HRS 707-702(1)) establishing that knowingly distributing a dangerous drug in any amount that results in another person's death constitutes manslaughter.

Imposes strict liability on drug distributors, meaning they cannot use as a defense that the decedent contributed to their own death through voluntary or involuntary drug ingestion.

Defines "dangerous drug" and "distributes" by reference to section 712-1240 of Hawaii Revised Statutes.

Exempts actions taken under chapter 327L (relating to end-of-life care) from this new manslaughter provision.

Takes effect on January 28, 2081.
