• Establishes separate appropriations for Department of Education employees within bargaining unit (1), also with zero-dollar allocations for FY 2019-2020 and FY 2020-2021.

• Appropriates funds for Judiciary Administration (JUD 601) to implement collective bargaining agreement cost items for bargaining unit (1) members, with zero-dollar allocations for both fiscal years.

• Provides salary increases and cost adjustments authorized under Hawaii Revised Statutes chapter 89C for excluded state officers and employees belonging to the same compensation plans as bargaining unit (1) members across multiple state departments, with zero-dollar appropriations.

• Extends to Hawaii Health Systems Corporation employees within bargaining unit (1) and their excluded counterparts, with zero-dollar appropriations; establishes an effective date of January 1, 2050.
