H.B. 966 - Public Employment Cost Items

• Appropriates funds for fiscal years 2019-2021 to cover collective bargaining cost items negotiated with the exclusive representative of bargaining unit (2), with zero appropriations across all fund sources (General, Special, Federal, and Other Funds).

• Allocates funds through four state departments: collective bargaining statewide (BUF 102) for general employees and education workers, Judiciary administration (JUD 601) for court system employees, Hawaii health systems corporation (HTH 210) for hospital system workers, and excluded state officers and employees in the same compensation plans.

• Requires the director of finance to allot funds to appropriate state departments and the chief justice to expend judiciary funds for the purposes outlined in the respective parts.

• Mandates that salary increases and cost adjustments for employees paid from federal, special, or other funds be paid proportionately from those respective funding sources.

• Provides for lapse of any unencumbered appropriations as of June 30, 2020, and June 30, 2021, with an effective date of January 1, 2050.
