• Appropriates funds for fiscal biennium 2019-2021 to cover collective bargaining cost items negotiated with the exclusive representative of collective bargaining unit (3), with all appropriations set at zero dollars across general, special, federal, and other funds.

• Directs the director of finance to allot appropriated funds to state departments and the Hawaii health systems corporation for expenditure in respective fiscal years.

• Appropriates funds for salary increases and other cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (3) members.

• Allocates funds across multiple entities including the Department of Education, Judiciary Administration, and Hawaii Health Systems Corporation - Corporate Office.

• Takes effect on January 1, 2050, and requires any unencumbered funds to lapse on June 30, 2020, and June 30, 2021.
