Appropriates funds for fiscal biennium 2019-2021 to collective bargaining statewide (BUF 102) for all collective bargaining cost items in the agreement negotiated with the exclusive representative of collective bargaining unit (6), with $0 appropriated from General Funds, Special Funds, Federal Funds, and Other Funds for both FY 2019-2020 and FY 2020-2021.

Appropriates funds for fiscal biennium 2019-2021 for salary increases and other cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as officers and employees within bargaining unit (6), with $0 appropriated from all funding sources for both fiscal years.

Directs the director of finance to allot appropriated funds to appropriate state departments for expenditure in respective fiscal years for the purposes of this Act.

Provides that salary increases and cost adjustments for any officer or employee whose compensation is paid from federal, special, or other funds shall be paid wholly or proportionately from the respective funds.

Establishes that any funds not expended or encumbered by June 30, 2020, and June 30, 2021, shall lapse as of those dates and takes effect on January 1, 2050.
