Appropriates funds for fiscal biennium 2019-2021 to collective bargaining statewide (BUF 102) for all collective bargaining cost items in the agreement negotiated with the exclusive representative of collective bargaining unit (8), with all funding sources showing -0- appropriation.

Appropriates funds for fiscal biennium 2019-2021 for salary increases and other cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (8) members, with all funding sources showing -0- appropriation.

Requires the director of finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years.

Mandates that salary increases and cost adjustments for any officer or employee whose compensation is paid from federal, special, or other funds shall be paid wholly or proportionately from the respective funds.

All funds appropriated not expended or encumbered by June 30, 2020, and June 30, 2021, shall lapse as of those dates; Act takes effect January 1, 2050.
