• Appropriates funds for fiscal biennium 2019-2021 to implement collective bargaining cost items negotiated with the exclusive representative of bargaining unit (13), with allocations directed to various state departments including the Department of Education

• Appropriates funds for salary increases and cost adjustments under Hawaii Revised Statutes chapter 89C for non-bargaining state officers and employees who belong to the same compensation plans as bargaining unit (13) members

• Allocates funds to the Hawaii Health Systems Corporation for collective bargaining unit (13) members assigned to that entity and for their non-bargaining counterparts receiving equivalent compensation adjustments

• Requires that salary increases and cost adjustments for employees whose compensation comes from federal, special, or other funds be paid proportionately from those respective funds

• Sets the effective date of the Act as January 1, 2050, with any unexpended or unencumbered funds lapsing on June 30, 2020, and June 30, 2021
