Appropriates funds for fiscal biennium 2019-2021 to collectively bargained statewide (BUF 102) for cost items negotiated with the exclusive representative of bargaining unit (14), with appropriations of -0- from General, Special, Federal, and Other Funds for both FY 2019-2020 and FY 2020-2021.

Appropriates funds for fiscal biennium 2019-2021 for salary increases and other cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining but belonging to the same compensation plans as bargaining unit (14), with appropriations of -0- from all funding sources for both fiscal years.

Directs the director of finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years.

Requires salary increases and cost adjustments for officers or employees whose compensation is paid from federal, special, or other funds to be paid wholly or proportionately from those respective funds.

Provides that all unexpended or unencumbered funds shall lapse on June 30, 2020, and June 30, 2021, and establishes an effective date of January 1, 2050.
