Amends Hawaii Revised Statutes § 121-19 to allow the Department of Defense to retain revenues from facility rentals to cover operating costs including utilities, supplies, personnel, and facility wear-and-tear.

Changes language from "all moneys received" to "net proceeds" deposited into the general fund, clarifying that the department may deduct costs before returning surplus funds.

Expands eligible users of Department of Defense facilities to include national guard units, government agencies, nonprofit organizations, schools, and film production enterprises coordinated through Hawaii's film industry branch.

Maintains requirement that required amounts from net proceeds be returned to the Office of Hawaiian Affairs in accordance with Act 178, Session Laws of Hawaii 2006.

Effective upon approval.
