Extends civil relief protections to persons serving on full-time National Guard duty under 32 U.S.C. § 101 et seq., in addition to those on state active duty.

Adds definition of "full time National Guard duty" to Hawaii Revised Statutes § 657D-1 and amends "military service" and "period of military service" definitions to include full-time National Guard duty.

Increases post-service protection periods from 60 days to 90 days for court stays (§ 657D-15) and from 60 days to one year for property foreclosure protections (§ 657D-23).

Expands residential lease termination rights (§ 657D-25) to include motor vehicle leases, allowing servicemembers to terminate such leases with 15 days' notice upon return of the vehicle and without early termination charges.

Aligns Hawaii law with the Servicemembers Civil Relief Act (50 U.S.C. §§ 3901-4043) by updating provisions related to insurance, taxes, and state lands to apply to full-time National Guard duty.
