• Amends Section 302A-803 to clarify that the Hawaii Teacher Standards Board may not delegate discretionary functions involving denying permits or licenses unless the decision does not require the board's expertise and discretion.

• Modifies reporting requirements for the Hawaii Department of Education to include the number of classrooms without a licensed teacher for a quarter or more in annual data submissions to the board.

• Requires the Charter School Commission to report annually on the number of classrooms without a licensed teacher for a quarter or more in charter schools.

• Requires individual charter schools to submit annual reports documenting emergency hires, reasons for employment, numbers of unlicensed classrooms, out-of-field teaching assignments, and affected student numbers.

• Removes reporting requirements for charter schools regarding individual progress toward licensing of emergency hires.

• Takes effect on July 1, 2050.
