H.C.R. NO. 106 - Hawaii Dam Safety Task Force

• Convenes a Hawaii Dam Safety Task Force to reevaluate the Hawaii Dam and Reservoir Safety Act of 2007 (Chapter 179D, HRS), specifically addressing liability concerns for landowners.

• Task force shall develop a strategic plan addressing climate fluctuations, water needs, landowner liability concerns, drought water storage incentives, and land use planning solutions including public-private partnerships.

• Task force membership includes 14 voting members from state and county agencies, including the Chief Engineer of the Department of Land and Natural Resources (serving as chairperson), Board of Agriculture, water management, public works, and water supply departments across all counties.

• Task force shall invite representatives from 5 additional entities to serve as members: USDA Natural Resource Conservation Service, The Nature Conservancy of Hawaii, Hawaii Farm Bureau, Hawaii Cattlemen's Council, and Land Use Research Foundation of Hawaii.

• Task force must submit proposed strategic plan with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session convenes.
