Request that the Office of Information Practices conduct a pilot project using alternative resolution methods for a randomly selected sample of incoming public appeals under the Uniform Information Practices Act and Sunshine Law.

Direct the Office to prepare short, informal, unenforceable guidance within two weeks of receiving final agency responses for sampled appeals, while guaranteeing formal enforceable rulings at a future date if informal guidance does not resolve the matter.

Require submission of a report by 20 days before the 2020 Regular Session convening that compares outcomes and staff time requirements between pilot sample appeals and other appeals, including proposed legislation if appropriate.

Authorize the Office to adopt the alternative resolution process as standard practice if it improves outcomes and staff time requirements for certain or all types of incoming appeals.

Background: Office of Information Practices currently estimates needing three new positions and $345,000 annually for at least two years to address backlog of appeals requiring formal rulings, prompting exploration of procedural modifications.
