Establishes a multiple languages emergency notification working group to develop a plan for providing emergency notifications in multiple languages to residents and visitors with limited English proficiency in Hawaii.

Working group is tasked with determining scope of implementation including specific languages needed and delivery methods, developing processes to ensure accurate and culturally appropriate translations, and identifying necessary resources such as translation services and technology.

Working group membership comprises representatives from state agencies including Hawaii Emergency Management Agency (as chair), Health, Human Services, Board of Education, Business/Economic Development/Tourism, University of Hawaii, Office of Language Access, Disability and Communication Access Board, and county civil defense agencies.

Membership also includes representatives from the Hawaii State Council on Developmental Disabilities, Inter-Agency Council for Refugee and Immigrant Services, deaf individuals who use American Sign Language, immigrant community members, and an invitee from the Hawaii Lodging and Tourism Association.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2020.
