H.C.R. NO. 114 Summary

• Request for Department of Health, Department of Human Services, and Department of Education to establish an interdepartmental working group to develop consolidated and consistent health screening programs in Hawaii public schools.

• Working group must include representatives from the three state departments plus Hawaii Keiki: Healthy and Ready to Learn, Hawaii Primary Care Association, Project Vision Hawaii, Hawaii Dental Service, and health care providers including pediatricians, nurses, eye care professionals, audiologists, dentists, and behavioral health specialists.

• Working group findings and recommendations, including any proposed legislation, must be submitted to the Legislative Reference Bureau by December 15, 2019.

• Legislative Reference Bureau required to submit final report to the Legislature at least 20 days before the 2020 Regular Session convenes.

• Resolution addresses documented health needs including 71% of third graders with tooth decay (versus 52% national average), 35% of children never seen by eye care professional, and one in seven children ages 2-8 diagnosed with mental, behavioral, or developmental disorders.
