Convenes a Gambling Advisory Group to examine and assess impacts of growing access to online and illegal gambling in Hawaii.

Group to be co-chaired by the Chairs of the House and Senate standing committees on Judiciary and include the Attorney General or designee, Executive Director of the Office of Consumer Protection or designee, Director of Health or designee, a member with public education experience, and other appointed members; members serve without compensation.

Group must submit reports with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the Regular Sessions of 2020 and 2021.

Group's draft reports and proposed legislation must be submitted to the Legislative Reference Bureau no later than September 1, 2019, and September 1, 2020, for assistance in finalizing reports and drafting legislation.

Certified copies to be transmitted to the Governor, Attorney General, Director of Commerce and Consumer Affairs, Executive Director of the Office of Consumer Protection, Director of Health, and Director of the Legislative Reference Bureau.
