Requests the Department of Taxation to issue a comprehensive assessment report on tobacco tax revenues including historic data since fiscal year 1995, current revenues, and projections through fiscal year 2040

Requires separate analysis for cigarette revenues and non-cigarette tobacco revenues, including all sources and allocations of these revenues

Directs the department to project tobacco tax revenues under scenarios where the minimum legal age to purchase tobacco products increases from 21 to 25 years old in 2020, then to 30 years old in 2021, with additional five-year increments through 2040

Requires the report to be submitted to the Legislature no later than 20 days prior to the convening of the Regular Session of 2020

Resolution is prompted by public health concerns about nicotine's negative effects on pregnancy and reproductive health, with Hawaii's current minimum tobacco purchase age of 21 years
