Requests the City and County of Honolulu, Honolulu Police Department, Honolulu Department of Transportation Services, and state Department of Transportation to prohibit riding electric scooters, electric bicycles, and electric trikes on sidewalks through county-level regulations.

Encourages stakeholders and policymakers to classify electric scooters, electric bicycles, and electric trikes as "motorized devices" under the Revised Ordinances of Honolulu, which would prohibit their operation on sidewalks and bike paths.

Cites safety concerns including that these devices can weigh over 40 pounds, reach speeds of 18 miles per hour (six times faster than average walking speed), and can seriously injure or kill pedestrians in collisions.

Requests the Honolulu Department of Transportation Services to submit a report with findings, recommendations, and any proposed legislation for regulating these devices to the Legislature no later than twenty days before the 2020 Regular Session convenes.

References Act 180 (2003), which currently allows electric personal assistive mobility devices limited to 12.5 mph to operate on sidewalks at speeds no greater than 8 mph in the absence of county regulations.
