Request the Department of Land and Natural Resources to establish a Marine Life Conservation District at Hauula Beach Park on Oahu's North Shore to protect the fringing reef and over 400 species of fish and marine life from threats posed by ocean activities including swimming, parasailing, water sledding, and high-speed boating.

Recommend the conservation district extend seaward for one mile from the shoreline of Hauula Beach Park, covering properties identified by specific Tax Map Key (TMK) numbers into state marine waters.

Require that rules adopted for the district include protections for Native Hawaiian rights customarily and traditionally exercised for subsistence, cultural, and religious purposes pursuant to the Hawaii State Constitution.

Align the establishment with the 30x30 Marine Initiative, which aims to develop a network of Marine Management Areas to protect the state's nearshore marine resources while ensuring sustainable fishing practices.
