Requests the Department of Labor and Industrial Relations to establish an interagency enforcement task force to combat illegal activities related to "monster homes" (large multi-family residential structures built on single-family zoned property with 17-25+ bedrooms)

Task force must coordinate between state and county agencies to share information, identify violations, investigate illegal construction and operations, and refer cases to prosecuting authorities

Task force shall solicit public complaints, work with community organizations and neighborhood boards, conduct outreach about applicable laws, and assist vulnerable populations including immigrant workers exploited by illegal operations

Task force must submit annual reports to the Legislature and county officials detailing efforts, accomplishments, administrative barriers, and recommendations for strengthening enforcement through regulatory or statutory changes

Requires all state and county departments to collaborate with the task force and implement policies to halt work by contractors violating permitting, licensing, and labor laws on construction projects
