• Requests Hawaii to establish an artificial intelligence advisory committee to investigate implementation, development, and regulation of AI in the state.

• Committee composition includes the Director of Business, Economic Development, and Tourism; Adjutant General; Chief Information Officer of Office of Enterprise Technology Services; Executive Director of Hawaii Technology Development Corporation; Department Chair of Information and Computer Sciences at University of Hawaii at Manoa; a U.S. Department of Defense Joint Artificial Intelligence Center representative; three AI research experts selected by Senate President; three AI research experts selected by House Speaker; and other subject matter experts as needed.

• Committee must evaluate AI applications used in other states or countries, competitive advantages for Hawaii's economy and government, potential dangers and unintended consequences, methods to encourage AI research and development in University of Hawaii system and private business, and appropriate regulatory systems for the state.

• Committee must submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.

• Certified copies of the resolution shall be transmitted to relevant state departments and the U.S. Department of Defense Chief Information Officer.
