HCR 136 Summary

• Requests the State Auditor to analyze House Bill No. 1162 (2019), which proposes regulation of pet boarding facilities by the Department of Agriculture, pursuant to section 26H-6, Hawaii Revised Statutes.

• Requires the Auditor to describe the probable effects of the proposed regulation measure and assess whether it is consistent with policies in section 26H-2, Hawaii Revised Statutes.

• Requires the Auditor to assess potential alternative forms of regulation for pet boarding facilities.

• Directs the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the Regular Session of 2020.

• Requires certified copies of the resolution be transmitted to the Auditor and the Chairperson of the Board of Agriculture.
