Requests the Department of Budget and Finance to notify the President of the Senate and Speaker of the House within seven days of issuing special purpose revenue bonds

Establishes notification requirement despite existing annual reporting requirements in Hawaii Constitution Article VII, Section 12 and Hawaii Revised Statutes Section 39A-1

Applies to bonds issued for manufacturing, utilities, health care facilities, early childhood education, housing programs, educational institutions, agricultural enterprises, and dam/reservoir owners

Aims to allow legislators to inform their constituents about bond-funded projects that impact or benefit their districts

Directs certified copies of the resolution to be transmitted to the Governor and Director of Finance
