Establishes a Legislative Social Media Task Force to study the use of social media platforms in the legislative process, including recorded broadcasts and live video streaming services like Facebook Live.

Task Force to examine technological feasibility, current IT infrastructure capability, estimated upgrade costs, and impacts on existing contracts with broadcast services like Olelo Community Media.

Task Force composition includes the Chief Information Officer of the Office of Enterprise Technology Services as chair, plus members with relevant IT and communications expertise selected by the CIO, with at least one appointee each from the Senate President and Speaker of the House.

Task Force must convene within 30 days of resolution adoption and submit findings and recommendations to the Legislature no later than 20 days before the 2020 Regular Session, then dissolve on June 30, 2020.

Directs study of whether live video streaming would increase access to legislative hearings and sessions for households without cable services.
