Requests the Department of Transportation to conduct a feasibility study on universal pilot badges for all airports in Hawaii.

Study should examine feasibility, potential costs, and fees associated with creating a single badge system for pilots across the state's approximately 15 commercial, passenger, and general use airports.

Current system requires pilots to obtain and renew separate badges for each airport, involving multiple background checks and annual fees.

Department of Transportation must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session convenes.

Universal badge system would reduce time and expense for pilots while facilitating easier intrastate travel throughout Hawaii.
