Urges the Chairperson of the Board of Land and Natural Resources to rename Russian Fort Elizabeth State Historical Park in Waimea, Kauai to Pāulaula, the traditional Hawaiian place name for the site.

Directs development of new interpretive signs, brochures, and websites for the site in Hawaiian and English that primarily reflect the history of Kauai's ali'i nui (chief) and the site's multicultural heritage.

Requests the Division of State Parks collaborate with the National Park Service to update the site's National Historic Landmark designation to include its Hawaiian place name, multicultural history, and recent Hawaiian, American, and Russian scholarly research.

Requires certified copies of the resolution be sent to the Secretary of the Interior, National Park Service Director, Governor, Board of Land and Natural Resources Chairperson, Office of Hawaiian Affairs, and county mayors.

Notes the fort was built in 1815-1817 with Russian involvement but used by the Hawaiian government until 1864, designated a National Historic Landmark in 1962, and acquired by the State of Hawaii in 1972.
