Requests the Department of Hawaiian Home Lands to conduct an actuarial study on the current and projected future populations of Hawaiians eligible to lease Hawaiian home lands.

Notes that approximately 27,000 eligible Hawaiians are currently on the waitlist to lease Hawaiian home lands.

References the last published population calculation from a 1995 SMS Research report estimating 68,248 eligible Hawaiians worldwide, and a 1987 federal estimate projecting 35,725 to 53,207 eligible Hawaiians in Hawaii by 2044.

Requires the Department to submit a report including the actuarial study's findings and recommendations to the Legislature no later than twenty days prior to the 2020 Regular Session.

Directs certified copies of the resolution be transmitted to the Governor and the Chair of the Hawaiian Homes Commission.
