Urges the United States government to establish a moratorium on the development, production, deployment, and use of lethal autonomous robotics until an internationally agreed-upon framework is established.

Calls for the United States to advocate for adding lethal autonomous weapons to the list of weapons banned under the United Nations Convention on Certain Conventional Weapons.

Identifies concerns that lethal autonomous robotics could lower thresholds for armed conflict, violate international treaties requiring human command of combatants, and create accountability gaps for civilian deaths.

Notes that over 100 leading robotics and artificial intelligence experts have urged the United Nations to prevent development of autonomous weapons, warning they would enable conflict at unprecedented scales and speeds.

Directs transmission of the resolution to the President, Vice President, Congressional leaders, Secretary of Defense, Secretary of State, UN Ambassador, and Hawaii's congressional delegation.
