Directs the Director of the Office of Planning to convene a task force within the Department of Business, Economic Development, and Tourism to identify ways the State can assist Honolulu in deterring construction of "monster homes" (large multi-level residential structures with up to 25 bedrooms on single-family zoned property).

Task force membership includes the Office of Planning Director (chair), Attorney General, Director of Commerce and Consumer Affairs, one Senate member, one House member, Honolulu Mayor, Honolulu Planning and Permitting Director, Honolulu Corporation Counsel, Honolulu Prosecuting Attorney, one Honolulu City Council member, and other government officials as deemed appropriate.

Requests inclusion of construction industry representatives and members of the public on the task force.

Requires the task force to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session convenes.

Addresses concerns including violations of permitting and zoning laws, lack of certificates of occupancy, illegal unit modifications, increased noise and traffic, parking shortages, and neighborhood character erosion.
