Requests the Department of Land and Natural Resources to establish a Manoa Valley Flood Mitigation Task Force to research and recommend flood mitigation strategies following the October 30, 2004 flooding that caused $100 million in damages to University of Hawaii buildings and the surrounding community.

Task force shall be chaired by the Chairperson of the Board of Land and Natural Resources and include representatives from state and city agencies, the University of Hawaii at Manoa, and legislators whose districts include Manoa.

Task force may invite representatives from the United States Army Corps of Engineers and Federal Emergency Management Agency's Flood Mitigation Assistance Grant Program to participate.

Task force members shall serve without compensation but shall be reimbursed for travel and necessary expenses; public officers and employees shall receive no additional compensation beyond their normal salary.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature and Honolulu City Council no later than twenty days before the 2020 Regular Session convenes; task force shall cease to exist on June 30, 2020.
