Requests the Department of Health to convene a task force to identify funding sources and means to support and maintain the Hawaii Wildlife Center facility, which provides emergency response and rehabilitation for endangered wildlife.

Task force to be co-chaired by the Director of Health and the Chairperson of the Board of Land and Natural Resources, with seven additional members including representatives from the Hawaii Wildlife Center, U.S. Coast Guard Sector Honolulu, and U.S. Fish and Wildlife Service.

Task force directed to evaluate appropriate funding levels and potential use of the environmental response revolving fund under Hawaii Revised Statutes section 128D-2 and grant-in-aid funding under chapter 42F.

Hawaii Wildlife Center is identified as the only native wildlife emergency response facility in Hawaii and the Pacific Islands region meeting federal and state standards for large-scale rescue and rehabilitation of sick, injured, or oiled wildlife.

Task force required to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.
