Request the Department of Agriculture, Department of Land and Natural Resources, University of Hawaii, and other relevant state agencies to develop a map identifying the most suitable area within Honouliuli Gulch for a dedicated pueo (Hawaiian owl) preserve to be managed by the Department of Land and Natural Resources.

Require agencies to determine all requirements to establish the preserve, including necessary acquisitions, resources, leases, easements, and any proposed legislation.

Direct agencies to submit a report to the Legislature with findings, recommendations, affected landowners and leaseholders, and proposed legislation no later than twenty days before the 2020 Regular Session convenes.

Recognize the pueo as an endangered species with cultural significance in Hawaiian tradition and note that Honouliuli Ahupuaa historically had the greatest population of pueo on Oahu.

Allow farming enterprises and public access necessary for the Honouliuli Internment Camp Federal Park Museum to use roadways and infrastructure within the preserve if established.
