Requests the Department of Transportation to convene a working group to assess the feasibility of safe public access to the Huehue lava tube located in Keahole, approximately two miles north of Ellison Onizuka Kona International Airport on the Island of Hawaii.

Huehue lava tube was formed in 1801 by lava flow from Hualalai volcano and sits on Department of Transportation land; the site attracts visitors who engage in illegal parking, unsafe highway crossings, and other dangerous behaviors along Queen Kaahumanu Highway.

Director of Transportation or designee to chair the working group, with membership including representatives from Board of Land and Natural Resources, Division of State Parks, Hawaii Tourism Authority, state legislators, county traffic division, Hawaii Police Department, Kona Traffic Safety Committee, and People's Advocacy for Trails Hawaii.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Concurrent Resolution to be transmitted to all relevant state and county officials and organizations involved in the working group.
