HCR 180 Summary

• Requests the Department of Accounting and General Services to establish a task force to study the current and future needs of the State Archives.

• Task force composition: 3 members selected by Senate President (at least one Senator), 3 by House Speaker (at least one Representative), 3 by Governor, and 4 by Comptroller (at least two Archives Division employees); 7 members constitute a quorum with 5 affirmative votes required for decisions.

• Task force must analyze: 50-year acquisition requirements for Hawaiian documentary and artifactual history; suitability of current facilities; museum-quality display space needs; renovation feasibility of Kekāuluohi building versus using existing facilities or constructing new facilities; digitization capabilities; combining State Library historical records with State Archives; and utility of a Hawaii Capital Historic District Visitor Center.

• Task force is exempt from Hawaii Revised Statutes chapter 92 (open meetings law) and members are not considered state employees under chapter 84.

• Task force must submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session convenes.
