Department of Health requested to convene a task force to evaluate mandatory mental health examinations (MH-1) for individuals deemed by law enforcement to pose an imminent threat to self or others under HRS section 334-59

Task force to develop facility designation criteria, review state law clarifications, assess law enforcement protocols, and recommend equitable distribution of patient transport across healthcare facilities in each county

Task force to evaluate statewide capacity for inpatient and outpatient mental health services, identify service gaps, and develop recommendations for a coordinated crisis care system including alternative treatment sites

Deputy Director of the Behavioral Health Administration to chair task force with participation from healthcare facilities, law enforcement, Department of Human Services, mental health providers, and other stakeholders from each county

Task force to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session
