Urges the U.S. government and Hunt Companies to reserve Ewa Field land at the former Marine Corps Air Station Ewa to preserve World War II historic and Hawaiian cultural sites for creation of the Ewa Battlefield Memorial Park.

Designates the December 7, 1941 attack on Ewa Mooring Mast Field as one of the first points of the Pearl Harbor attack and recognizes Ewa Field's subsequent role as a major Navy and Marine airfield during the Pacific War.

Notes that the Ewa Plain Battlefield was nominated to the National Register of Historic Places in May 2016 and that approximately 175 aircraft revetments built in 1942 are still in existence and directly supported the June 1942 Battle of Midway.

Requests Hawaii's Congressional delegation introduce a bill to Congress requesting a National Park Service feasibility study to determine whether the Ewa Plain Battlefield should be included in the national park system.

Proposes the memorial park be developed as an educational, commemorative, and ecologically sustainable project utilizing military veterans, families, and community organizations including Wounded Warriors and JROTC programs.
