Requests the State Auditor to conduct an audit of Department of Transportation procedures for inspecting shipping containers for illegal goods at Hawaii's ten commercial harbors.

Audit should examine current inspection procedures for both out-of-state and inter-island cargo arrivals, identify shortcomings in existing procedures, and recommend necessary procedural changes to reduce illegal goods imports.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Addresses that approximately 99 percent of commercial goods imported to Hawaii flow through the state's ten commercial harbors, with anecdotal evidence that illegal drugs are shipped in containerized cargo.

Directs transmission of certified resolution copies to the Auditor, Director of Transportation, and Harbors Administrator.
